Chairman of the State Duma Committee on Property. Previously he served as Deputy Chairman of the Committee on Information Policy, Information Technology and Communications.
He was born on January 27, 1966 in Tula. In 1989 he graduated from the Moscow State University named after Lomonosov. In 2002 - the Russian Academy of Public Service under the President of the Russian Federation.
In 1990-1993 he was a deputy of the Tula City Council.
In 1993, 1995 and 2003 he ran for the State Duma.
In the 1995 elections to the State Duma of the second convocation was nominated by the Congress of Russian Communities (KRO) on Schekinskie constituency, received about 29,000 votes.
He worked as an advisor to the General Director of Federal State Unitary Enterprise "Russian Aircraft Corporation MiG", after that he worked as an adviser to the general director of JSC "Voronezh Aircraft Manufacturing Company".
In 2005-2007 - deputy of the Belgorod Regional Duma of the fourth convocation.
In 2007 he was elected to the State Duma of the fifth convocation of on the electoral list of the Communist Party in the Voronezh region. Communist Party won in the region with 16.17% (in Voronezh - about 22%).
